Development of the Public Participation Plan
Detailed Web Survey Results
Prior to development of the Draft Public Participation Plan, staff conducted a Web survey
asking questions about ways to improve public participation. The survey consisted of 18 questions
and was available on the Web for 33 days. MTC e- mailed its entire contact database regarding the
survey, and asked other groups – such as AC Transit, the Transportation and Land Use Coalition
( TALC), the California Alliance for Jobs and Urban Habitat – to also notify their constituencies
and partners. There were a total of 1,574 completed surveys and 216 partially completed surveys.
Enclosed are the detailed results from the Web survey. In reviewing the open- ended
comments, please disregard the number in front of each comment.

expertise in Transportation, be given so much decision- making power. A prime example: The cost in time and
money caused by the delays brought about by the interference in I- 80 rebuild by Messrs. Jerry and Willie Brown.

705 AC Transit has an " M" Bus - a Transbay bus line from Hayward to Foster City, that is highly dysfunctional for
the following reasons: 1) The bus handles no more than 3 people on any given run, and is usually empty. Yet it is a
huge bus that is a huge waste of fuel; 2) The bus is unsafe for this route. The drivers are unable to control the bus
in a strong wind to keep it in it's lane on the San Mateo Bridge; 3) The drivers are poorly trained and poorly
managed. They often leave up to 4 minutes early, so it is hard to plan around the schedule. One driver passed me
up at the Hayward BART stop, and the manager did nothing to discipline the driver and instead tried to justify his
actions. For the above reasons, I rarely use this " M" bus, so you have thereby lost 10% of your ridership for this
line. Others have tried it and stopped using it. If properly managed, this could be a popular and vital resource.

The survey consisted of 18 questions and was available on the Web for 33 days. MTC e- mailed its entire contact database regarding the survey, and asked other groups – such as AC Transit, the Transportation and Land Use Coalition ( TALC), the California Alliance for Jobs and Urban Habitat – to also notify their constituencies and partners. There were a total of 1,574 completed surveys and 216 partially completed surveys. Enclosed are the detailed results from the Web survey. In reviewing the open- ended comments, please disregard the number in front of each comment. Watching the in fighting accompanying the recent decisions leads me to believe that final decisions are based more on political pressure than on measured needs. If MTC can design a program to rate the condition of pavements, why not a numerical system to quantify priorities? It really frosts me to see the political pols, with zero expertise in Transportation, be given so much decision- making power. A prime example: The cost in time and money caused by the delays brought about by the interference in I- 80 rebuild by Messrs. Jerry and Willie Brown. Disgusting!
